Protecting Whistleblowers: Promises Kept or Broken?

For the past 30 years, whistleblower protection has been heralded as one of the most effective ways to expose, stop and punish corruption. From the UN to the EU to the OECD, whistleblowing has been endorsed by every major international and regional organization. Thanks to advocates and reform-minded lawmakers, more than 60 countries in all regions now have whistleblower laws in place. Despite great effort to set up protection systems, retaliation continues to be rampant as these systems are underachieving almost everywhere. Barriers to effectiveness and needed reforms will be discussed.
Mark Worth has been working with whistleblowers for more than 35 years – as a caseworker, advocate, investigative journalist, policy analyst, researcher and trainer. He is the founder of many organizations, including Whistleblowing International, European Center for Whistleblower Rights, and Southeast Europe Coalition on Whistleblower Protection. He has supported and advised hundreds of whistleblowers, investigated their cases, and advocated for reforms based on their disclosures. He has advised policymakers on whistleblower protection and anti-corruption in all regions, and the UN, EU, OECD and Council of Europe. He is a visiting professor at the International Anti-Corruption Academy in Vienna, and is an award-winning journalist and publisher.
