Overview
Many municipalities and other public institutions have kept their structure and orientation unchanged for a long time. Unlike in many other European countries, there has never been an actual territorial municipal reform with the aim of reducing the number or diversity of municipalities. The federal structure of Switzerland and the pronounced autonomy of the municipalities have prevented this. Switzerland has very heterogeneous municipalities. They differ in size and organisation. Rights and duties are divided among several types of communes, which stand side by side and are sometimes nested within each other.
Citizens expect municipalities to be economical with their finances, to work efficiently and professionally, and to provide high-quality services. In many municipalities, a change has taken place in this regard. A structured approach to municipal management and strategy can bring tangible benefits to both large and small municipalities. At the same time, municipalities are constantly asking themselves questions about optimal organisation and new forms of cooperation with other municipalities or external third parties.
The Centre for Public Management supports and moderates changes with strategy development and mission statement processes through organisational analyses to constitutional revisions or complete municipality merger processes.
